Powers and Responsibilities of the GLA and the Mayor The GLA and the Mayor are responsible for matters to do with: housing, learning and skills, planning, waste management, culture, health, climate change and energy as well as water and sanitation. The GLA is responsible for ensuring that every resident of the city of London has access to good quality life.
